Following high school, Lowell attended Salish Kootenai College and then Stone Child College, graduating with a certificate in Carpentry Trades. He had three beautiful children with Gerri LaMere, and then adopted his granddaughter in 2017. For many years, Lowell worked as a carpenter for Chippewa Cree Housing until his health issues forced him to retire.

He enjoyed joking and teasing with his family and friends, playing the machines, woodworking, carpentry repair, and crafts. Lowell was a very supportive father and uncle, and could be found at all of his children, nieces, and nephews' sporting events and ceremonies, cheering them on. Most recently, he devoted his time to watching his youngest daughter, his pride and joy, playing basketball, at which she excelled. Lowell was an avid LA Lakers fan.

He was preceded in death by his grandchildren, Roary John Michael RoastingStick and Tyra Parker; nephew Shawn Parker; brother Thomas Wayne Oats; paternal grandparents Tom and Grace Oats; and maternal grandparents William and Josephine "Babe" Morsette.
