Jennifer was born on May 29, 1985, in Poplar to Denise Blount and Jonathan Windy Boy. She was raised between Frazer and Rocky Boy, attending school in both locations. In 2005, she attended Kicking Horse Job Corps in Ronan where she received her GED and her certificate in culinary arts. Over the next several years, she worked as a dispatcher and convenience store clerk. She became certified as a tribal field monitor technician, and absolutely enjoyed the work.

Jennifer was a family-oriented, bubbly young woman who loved the outdoors, traveling, dancing, listening to Northern Cree Drum Group and Stoney Park Drum Group, gambling, and playing basketball. She was a former Red Bottom Junior Princess who enjoyed watching her daddy dancing and listening to daddy's two personal songs. She was also very proud of her culture and heritage and enjoyed participating in ceremonies.
