Harriet was born on October 4, 1947, in Rocky Boy to Joe and Florence (Denny) Standing Rock.  She was a great- granddaughter of Chief Little Bear.  She was raised in Rocky Boy, attending Parker School through the 8 th grade and Havre High School after that.    She married Earl Arkinson in the mid-1970s, and the couple made their home in Rocky Boy, where they raised their children.  She worked as an EMT and a firefighter before attending Stone Child College and Northern Montana College, from which she received her Master's Degree in human services.  She then put that education to use, working for the Chippewa Cree Tribe and Rocky Boy Schools for the next 30 years.

Harriet was a kind and loving woman with a wicked sense of humor who enjoyed playing the machines and Bingo.  She was a very traditional woman, passing on her knowledge of her culture to her family and anyone who was willing to learn.  She was well-known in Indian Country for her skills as a champion Fancy Dancer and Traditional Dancer.  Harriet was well-versed in her cultural traditions, and was consulted regularly regarding this.  She loved to shop, and enjoyed collecting.  Her number one priority for her children and grandchildren was education, and she stressed the importance at every opportunity.  Her family was Harriet's life, and she adored every one of them.  She also made friends everywhere she went.

She was preceded in death by her son, Earl "Chief" Standing Rock; granddaughter, Lacey Arkinson and Lendell Gopher; parents, Joe and Florence Standing Rock; siblings, Bill Stump, George Denny, Martin Standing Rock, Videl Stump, Patsy Raining Bird, and Dorothy Stump; and several extended family.

Harriet is survived by her children, William "Oscar" Standing Rock, Bernard "Shane" Standing Rock, Adrian "Jack" (Josette Bill) Standing Rock, Antoinette Arkinson, Josephine Arkinson, Violet Arkinson, Cornelius Arkinson, Morgan Standing Rock, Sr., Florence (Ryan P.) Standing Rock; adopted daughter, Tarissa Spoonhunter; adopted son, Joseph Arkinson; 21 grandchildren; 13 great-grandchildren; siblings, Douglas (Pauline) , Russell (Carol), Deanna, and Kenneth (Desiree) Standing Rock, Sr.; her former husband Earl "Archie" Arkinson; and numerous cousins, nieces, nephews, and other extended family and many, many friends.
